In 1950’s Los Angeles, four detectives, led by Max Hoover (Nick Nolte), form their own elite ‘Hat Squad‘. The squad becomes known for dealing out its own justice, but when it has to investigate the murder of Allison Pond, with whom Hoover had an affair, they find their very lives threatened.
